George Clymer (1739-1813, Pennsylvania Signer of the Declaration of Independence) handwritten document, signed, dated April 18, 1776; 1 p., 4to, 7 3/4 x 8 in.: the report of a committee on improving Philadelphia's defenses on the Delaware River, which concluded that a floating battery would be of benefit; annotated with approval of the Board of War, naming a committee to oversee the project. Signed by Clymer (the document possibly written by him also), with the additional signatures of Owen Biddle (1737-1799) member of the Committee of Safety; David Rittenhouse (1732-1796) Engineer of the Committee of Safety; and Samuel Miles (1740-1805) member of the Pennsylvania Assembly and its Council of Safety.

Old fold with associated toning and weakness; the lower left and upper right corners restored; and the back silked
